The repository has no NOTICE file. The skill text is a prompt that tells the agent to use WebFetch. The Python program paired with this skill upstream is copied under `scripts/` so an install of this directory contains it. The script was read before the mirror.

`scripts/citability_scorer.py` GETs the one URL it is given, drops script and navigation nodes, and scores the remaining text with regular expressions. It prints JSON. It does not evaluate the page, run a subprocess, or send the page to another service. If `requests` or `beautifulsoup4` is missing it prints an error and exits. The upstream path is `scripts/citability_scorer.py`.
